I think she said that a couple months ago before she knew she was dropping the music video this month. It doesn't make sense to drop the second single just a week after the MV. It'll probably come in May along with an album announcement.
She probably needs another couple months to finish selecting and mastering tracks before they can announce the record. Although from what I know (and that's not much) her label is fine with whenever she's ready.
